1 The Water is the theme for the 5Th edition of the PortoCartoon-World Festival, in syntony with the UNESCO designation for 2003, as International Year of Fresh Water and the conclusions brought from the September 2002 Johannesburg Summit.
2 For those who eventually do not wish to participate under this theme, there will be a Free Category section (including political cartoon).
3 Under this scene, the Water theme is proposed to the 5 th PortoCartoon World Festival, to take place in September/ October 2003.
4 Each artist / journalist can send an unlimited number of works concerning the theme, but only five at the maximum will be considered.
5 The artists who do not wish to compete can send their works to the Extra-competition section informing of this decision.
6 The works measurements should not be bigger than 42X30 cm.
7 Works must be originals using any kind of graphical technique. Digital artwork prints must be signed and number one.
8 The works should present on the reverse the following information: name and address of the author, title, theme section and year, and must be accompanied by the author’s CV in Portuguese or English (publications, exhibitions, prizes…).
9 The works should be sent to the Portuguese Printing Press Museum (address: Estrada Nacional 108, nº 206, 4300-316 Porto / Portugal) until the 31st May 2003.
10 The awards will be the following:
- Grand Prize PortoCartoon - 5000 Euro (money + Port wine), trophy, diploma, travel and stay costs for the opening session weekend in Portugal
- 2nd Prize PortoCartoon – 3500 Euro (money + Port wine), trophy, diploma, stay costs for a weekend in Portugal
- 3rd Prize PortoCartoon – 2500 Euro (money + Port wine), trophy, diploma, stay costs for a weekend in Portugal
11 The Jury can give Honourable Mentions, that will be rewarded with trophies, diplomas and Oporto souvenirs.
12 The Jury will have an odd number of judges and will be formed by Portuguese Printing Press Museum representatives (1 or 2 judges), representatives of the Portuguese Ministry of Culture, representatives of the Oporto Fine Arts University, a world-wide recognized cartoonist and eventually some representatives of other institutions linked to the cartoon or to the theme.
13 The Jury’s decision will be final.
14 The rewarded works will become property of the Portuguese Printing Press Museum and will make part of the International Cartoon Gallery. The rest will be sent to the artists, if formally requested, after its public exhibition during the PortoCartoon and possible exhibition on other cities and countries.
15 In other uses except PortoCartoon World Festival catalogue, exhibitions or their promotion, copyright payment will be made to the artists whenever it takes place to.
16 All the artists whose works are selected for the exhibition are intitled to a catalogue.
17 The winners will be announced on a public ceremony to take place at the beginning or at the end of the PortoCartoon Festival.
